The aim of this initiative is to attract the attention of young people to the prospects of military service for the planned strengthening of the armed forces’ personnel potential. The first eighteen-year-old residents of Bavaria have already started finding official letters from the country’s defense department in their mailboxes.
Maximilian Estendorfer, a high school student from the community of Rott am Inn, located in the Rosenheim district, received such a message ten days after his birthday. The two-page letter with official symbols was an unexpected event for the young man. The Bundeswehr is sending such appeals in this format for the first time: the letters are addressed to all young people born in 2008, regardless of their gender. The headline, composed in the strict language of regulatory acts, states the requirement for military registration. At the same time, the text calls on the youth to take responsibility and seize the chance to change something in their lives and in the state.
Strengthening defense capability through voluntary recruitment
The need for such measures arose after the parliament approved the military service reform. Changes in legislation are justified by a sharp change in the security threat situation in Europe. The explanatory notes to the adopted document emphasize that attracting a significantly larger number of volunteers to the ranks of the armed forces has become a categorically necessary condition for maintaining defense capability.
According to the updated norms, in the first stage of the reform, all persons reaching adulthood in the current calendar period are obliged to provide information about their readiness for service. To simplify the procedure, a special QR code is used in the letters, which redirects the addressee to a secure digital questionnaire. It is assumed that this form of interaction will make the registration process more familiar and convenient for the younger generation actively using digital technologies.
Duties and legal consequences for those subject to military service
A significant difference exists in the requirements for young men and women. For women, completing the sent questionnaire remains entirely voluntary. At the same time, for male recipients, ignoring the requirement is recognized as an administrative offense. If the questionnaire is not filled out and sent within the established period, the citizen faces a fine of up to 1000 euros.
Legislators expect that the mandatory survey, combined with the provision of full information about career prospects in the army, will push young people to more deeply study military career opportunities. Currently, the task is to increase the number of active military personnel from 180,000 to 260,000. As an additional incentive, the government has gone for a significant increase in payments: the starting salary for volunteers has increased by almost 900 euros and amounts to about 2600 euros before tax deductions.
Perception of recruitment methods by youth and analysts
Despite the official tone of the mailing, the letters lack direct mentions of risks associated with potential participation in combat operations. The text emphasizes gaining a unique life experience and personal growth. These arguments did not impress Maximilian Estendorfer, although he admits that for many peers, this could be an important factor in choosing a path.
The situation causes mixed assessments in the academic environment. Theologian Christian Braun from the Hamburg Institute for Theology and Peace notes that serving in the army is a contribution to the public good, and the absence of war risk warnings in the first letter is not considered a critical error. In his opinion, the defense department naturally tries to present the service in a positive light at the initial stage of meeting candidates.
Military researcher Dorothea Frank holds a different opinion. She is skeptical about the chances of quickly solving the personnel issue this way. According to the analyst, the problem lies not in the pay level, but in how communication is structured. She emphasizes that current questionnaires resemble tax returns in their attractiveness and do not carry a live emotional message that could interest modern young people. In these documents, the Bundeswehr appears as an ordinary employer, which does not entirely correspond to the specifics of the army structure.
First results of the mass notification mailing
The mass mailing continues: by the end of the year, about 650,000 young people should receive letters. To date, approximately 77,000 notifications have already been sent. While some, like Maximilian Estendorfer, fill out the questionnaire only out of a sense of duty, indicating a total lack of interest in service, others show readiness for a new experience.Leonard Heese from Munich, who will turn 18 in the fall, is awaiting his letter with interest. He views possible service as a chance to test himself, learn discipline, and understand the importance of protecting his state. The department has not yet announced the exact number of those who expressed a desire to become volunteers after receiving the first letters, but the recruitment campaign is only beginning to develop.
