Bavaria to implement a unified government number for public services

The upcoming May will bring long-awaited simplification in communication with the bureaucratic apparatus for the residents of the Free State.

Fifteen years after its launch in several other German regions, the nationwide service number 115 will finally become available throughout Bavaria. This decision was officially confirmed by the Head of the State Chancellery, Florian Herrmann, following a recent cabinet meeting. From May 1, Bavaria will fully join the federal telephone network, erasing the boundaries between complex departmental structures and the needs of ordinary citizens.

The main goal of this large-scale step is to create the most comfortable environment for interaction between the population and the state. In the future, a unified, centralized communication channel will operate in Bavaria, allowing residents to receive necessary answers quickly and without a tedious search for the contacts of specific officials.

It is worth noting that in some large cities, such as Munich, a similar system successfully functioned earlier in a pilot mode, but now this quality standard of service will extend even to the most remote districts and rural communities.

State service similar to emergency services

In its logic and ease of use, the number 115 will stand alongside the famous emergency numbers 110 and 112. The easy-to-remember three-digit contact will turn into a universal key to municipal and state services. Hotline operators will be ready to advise citizens on weekdays, from Monday to Friday, throughout the working day — from 8:00 to 18:00. This will allow people to resolve their bureaucratic issues at a convenient time, without adapting to the specific operating schedules of individual offices.

By connecting to the unified 115 network, Bavaria not only expands its population service capabilities but also fulfills strict federal mandates under the Online Access Act. It is important to emphasize that the familiar state government number (089/122220) and existing telephones of municipal subdivisions will remain operational. The new line will not replace them but will become a powerful addition, creating a comprehensive and convenient communication system. Thus, citizens will have a choice: contact the familiar departments directly or use the universal number for primary consultation.

The range of issues that can be discussed with 115 service operators is practically limitless. Whether it is primary registration at a new place of residence, vehicle registration, or clarifying the rules for applying for social benefits — specialists will help navigate the activities of federal, regional, and even local authorities. Special attention is paid to the inclusiveness of the service: thanks to the implementation of a video communication function and the involvement of sign language specialists, deaf and hard-of-hearing people can use the services.

Until now, Bavaria remained one of the last federal states where this system was not implemented everywhere. Now this gap will be finally eliminated, allowing for the unification of public service standards across the country. Residents of the region will receive a modern tool that saves their time and turns the sometimes difficult communication with officials into a clear and transparent process.
