West Munich to Build New Cultural Center and Implement Parking Regulations in 2026

A cultural center struggling to meet demand, a new paid parking zone, and significant infrastructure updates: the head of the district council has presented an exclusive outlook for the development of Pasing-Obermenzing.

Pasing-Obermenzing — The district has waited years for the opening of the new cultural and leisure center on Offenbachstraße, as the existing “Pasinger Fabrik” venue can no longer handle the capacity. The project faced multiple delays: first, the City Council demanded revisions to meet climate goals, and later, the entire construction was jeopardized by budget constraints.

“There has been constant back-and-forth,” expressed District Council Chairman Frieder Vogelsgesang (CSU). However, he is now optimistic: “The decision has been made. I assume that the contracting process is currently underway, and construction will begin this spring.”

Repairs Needed at Pasinger Fabrik: District Head Issues Criticism

As Vogelsgesang emphasized, the “Pasinger Fabrik” site also requires urgent attention. “The heating system has failed, and renovations are actually vital.” However, the current treasury deficit prevents immediate action, postponing the work indefinitely. He offered sharp criticism on the matter: “If you own a building, you must form reserves for such maintenance measures.”

Vogelsgesang hopes that 2026 will also bring more order to the center of Pasing. “A parking permit zone will be established there shortly. I would like the municipal traffic monitoring service, which will be responsible for this, to conduct an awareness campaign for several weeks to explain to people what is and isn’t allowed.”

Increased inspections are expected to make chaotic parking a thing of the past. Vogelsgesang suggested that limiting parking spaces could reduce overall traffic: “Currently, people drive recklessly into the center and park on sidewalks.” In his view, the current situation contradicts the low-traffic commercial zone originally intended by the plan.

New S-Bahn Stop, Fire Station, and the “Strawberry Field”

According to Vogelsgesang, planning for the S-Bahn stop at Berduxstraße is progressing well. Additionally, development continues on the Weyl site on the north side of the station. In 2026, traffic disruptions are expected on Kaflerstraße, as a floor will be added to building number 15. Vogelsgesang reported that due to the tight conditions on-site, a construction crane will be positioned directly on the roadway.

Regarding the fire station, District Council 21 achieved a significant success in 2025. It is now being designed for Pasinger Heuweg. “This relieves the pressure on the ‘strawberry field’ at Weinschenkstraße. We have achieved a lot, as there will be no high-rise structures there. Our task now is to preserve this open space permanently and develop it as a fairground for public festivals.”

The district council is also closely monitoring the situation around Landschaftspark-West. For instance, architects wish to narrow Silberdistelstraße. “This is completely unacceptable. We need a driveable area to prepare for the ‘Vorwiesn’ festival and to host the vintage car show,” he concluded.
