The rule limiting containers to 100 milliliters has been largely lifted as of September 15th. This was confirmed by a BR inquiry to the Government of Upper Bavaria. Containers of up to two liters are now permitted.
However, this only applies at security checkpoints equipped with new CT scanners—devices that use X-rays to create multiple layered images of luggage. This allows security personnel to inspect the contents in 3D and with great precision.
The 100-milliliter rule was introduced in 2006 after it became known that terrorists in Britain had planned to smuggle liquid explosives onto planes in soft drink bottles. In the meantime, state-of-the-art CT scanners have been developed that can automatically detect liquid explosives in hand luggage and screen larger liquid quantities. These scanners are already in use at Munich Airport—in Terminal 2 and partially in Terminal 1.
Before the rule could be lifted, however, EU regulatory hurdles had to be overcome. An update to the scanner software was also required. Now, the Government of Upper Bavaria, which is responsible for security checks at the airport, has given the green light for larger containers in hand luggage. (They have always been permitted in checked baggage).
