The Ambach beach area—the largest recreational territory on the eastern shore of the lake, accommodating approximately 2,000 parking spaces according to local tourism services—has been operating under new rules of use since mid-May.
Lighting campfires, grilling, and bringing dogs are now prohibited, and compliance with these requirements is monitored by a private security service. Dominik Stallein, a correspondent for the publication Merkur, personally visited the beach a month after the prohibitions took effect to report on how the innovations are being adopted in practice.
What Has Changed and Why
The decision to tighten the rules was made by the district council of Bad Tölz-Wolfratshausen in November of last year during a review of the statutes governing the use of recreational areas. The new regulations entered into force with the opening of the bathing season on May 15, 2026. The list of restrictions proved substantial and impacted several practices customary for holidaymakers:
- Campfires and barbecues are completely banned—former designated grilling areas on the shore have been dismantled;
- Bringing dogs to the territory is prohibited from May 15 to September 15; during the rest of the year, pets are permitted only on a leash;
- The use of drones, kites, and radio-controlled boats, airplanes, and cars is also prohibited;
- Overnight stays on the beach are now disallowed under any circumstances.
As district authorities explain, the impetus for revising the rules came from increasing complaints from holidaymakers regarding smoke from barbecues, as well as growing concern over forest fire risks following prolonged dry periods in recent years—an issue relevant to the entirety of southern Bavaria. Notably, similar seasonal restrictions on dog walking are already in place at other popular bodies of water in the region: in the Kempfenhausen recreational zone on Lake Starnberg itself, as well as on lakes Wörthsee, Ammersee, and Pilsensee-Ost. In other words, Ambach is not an exception but part of a broader trend in managing Bavarian beaches where growing tourist flows conflict with the interests of regular visitors and environmental protection goals.
In practice, however, compliance with the prohibitions is still far from ideal. Walking along the shore reveals fresh traces of campfires almost immediately behind the information board explaining the new rules. Such patches of ash are found along the beach line approximately every fifty meters, indicating that a portion of holidaymakers is either unaware of the ban or intentionally ignoring it.
The Perspective of Local Residents
Doris Schwarze, co-owner of a beach kiosk, has grown accustomed to such findings over her years of working by the water. According to her observations, smoldering embers are most frequently discovered in the morning—meaning campfires are lit in the evening, when the main flow of swimmers subsides and groups remain on the shore without regard for official regulations.
At the same time, she notes that the situation during the day has changed visibly and significantly for the better. Previously, her husband regularly had to leave the kiosk to ask holidaymakers to extinguish fires: smoke from barbecues spread across the entire outdoor cafe area and actively disturbed other guests who had come simply to swim. Currently, large groups arranging full-scale barbecue gatherings directly on the beach are virtually non-existent—a development Schwarze views as a direct consequence of both the ban itself and the presence of security.
Nevertheless, the new rules do not appeal to everyone. One holidaymaker, who came to the beach with a retriever, merely shrugged when asked about the ban—he remains convinced that his dog does not bother anyone and creates no problems. Notably, disagreements regarding dogs also arose within the district council itself during discussions of the statute: some councilors considered the presence of pets on the beach to be entirely normal and harmless. Ultimately, however, the arguments of swimmers who were annoyed or concerned by the proximity of other people’s animals on a shared beach—citing hygiene reasons or fear of large breeds—won the majority of votes.
How Enforcement Is Controlled
As explained by the district administration press secretary, Sabine Schmid, the administration hired a private security service to monitor compliance with the new regulations. Employees operate on the beach with increased intensity on weekends and public holidays—periods when the largest influx of visitors and, consequently, the highest number of violations are recorded. The administration does not plan to maintain continuous security on the territory during weekdays: in rainy weather, there are almost no visitors on the beach, and such expenses would simply not be economically justified.
The task of the security staff is to record violations, transmit the data to the district administration, and call the police if necessary. In addition to campfires and dogs, security also monitors compliance with the ban on drones and other remote-controlled equipment. Violating any clause of the updated statute of use subjects holidaymakers to a fine of up to €2,500, which is considered a highly substantial sum for a municipal level of regulation and is clearly intended to serve as a deterrent.
One beach visitor considers the innovation completely justified: since security began regularly stopping barbecue enthusiasts, weekend recreation has, according to her, become noticeably quieter and more comfortable for families with children. Without such control, she is certain the situation on the beach would have eventually deteriorated entirely, given the annually growing number of visitors.
While district authorities have not yet announced plans to extend similar restrictions to other beaches on Lake Starnberg, the experience of Ambach will reportedly be taken into account during subsequent reviews of usage rules in neighboring recreational territories of the region.
