The measure, implemented by the Munich District Administration (Kreisverwaltungsreferat, or KVR), aims to reduce nighttime disturbances, including noise, litter, and alcohol-related incidents in the popular student area.
Kiosk Owners Voice Concerns
Shivan Beseh, one of the affected kiosk owners, expressed frustration with the new rules. “The majority of my sales occur after 10 PM,” he said. “When other shops close, that’s when my business really picks up.” The KVR, however, insists the restrictions are justified under Bavaria’s shop-closing laws, which generally require retail stores to shut by 8 PM. Only establishments with restaurant licenses are permitted to sell certain items beyond that time—and according to authorities, snack foods like chips do not qualify for such exemptions.
Al Bezihi Nechirvan, an employee at one of the regulated kiosks, says he strictly adheres to the new rules. He emphasized that his team has always encouraged customers to move along after purchases to avoid disturbing nearby residents. The KVR believes that hiding chip displays will discourage late-night impulse buys, thereby reducing loitering and noise.
Early Results and Criticism
The KVR reports that the measures have already shown positive effects, including less nighttime noise, reduced litter, and fewer alcohol-related disturbances. However, the timing of the regulation’s introduction—coinciding with the start of Bavaria’s university break and summer holidays in early August—has raised questions about its long-term impact. In addition to the five kiosks, one food vendor has also been prohibited from selling takeaway alcohol after 10 PM.
The new rules have sparked backlash among locals and students. Stefan Mödl, a resident of the University District, dismissed the chip ban as “total nonsense.” “If you don’t like the lively atmosphere of a student neighborhood, you shouldn’t move here in the first place,” he argued. A frequent visitor to the area’s bars added that chips are a better late-night snack than candy and a natural pairing with beer.
