Starnberg Municipality launched online government services portal

The Starnberg City Hall has transitioned key workflows into a digital format, providing residents with the long-awaited opportunity to resolve administrative matters from home.

A few days ago, a remote service system was officially launched in the municipality, allowing citizens to receive government services through personal consultations via video link. Appointment booking is already open on the official website and by phone, freeing citizens from the need to adjust their schedules to department working hours.

Thanks to the new service, residents have gained the ability to apply for certificates of good conduct, request extracts from the population register, or receive comprehensive consultations on complex civil status issues. According to the administration, full participation in a video conference requires only any device with internet access equipped with a camera and a microphone. Detailed step-by-step instructions and a convenient time booking form are posted on the city portal in a special public service section.

Technical requirements for communication with municipal services

First Mayor Patrick Janik explained in detail that rapid digitalization is changing the very principles of management, and the municipality must not stand aside from these global processes. According to him, the key task of the reform was to create an environment that is more accessible, open, and oriented toward the real needs of people. With the introduction of the remote appointment system, the Starnberg City Hall provided access to services directly from the applicant’s home, completely eliminating the need to spend precious time on travel and traffic jams.

The Starnberg City Hall has not just met the formal requirements of the law on online access to government services but has qualitatively simplified the daily interaction of citizens with authorities. The complete rejection of exhausting trips, physical queues, and sending documents by paper mail has optimized the work of both staff members and the applicants themselves. Managing Director Ludwig Beck added that the introduction of the new system became a consistent and logical stage in the development of modern digital infrastructure.

Data security and digital interaction procedure

Services in the population registration office and the local registry office are booked through an automated online recording system, while a simple telephone appointment is provided for communication with the public order office or the mayor’s secretariat. At least one hour before the start of the scheduled consultation, the citizen receives a personal link via email to enter the secured video conference.

The city administration separately specified that the connection is established directly through a standard web browser, so the installation of any additional applications or programs is not required. During the appointment, specialized experts answer all questions and accept necessary documents in digital form. The platform used allows for the absolutely secure exchange of files of any size and instant online payment of state fees. Particular attention in the city was paid to the protection of personal information, emphasizing strict compliance with the highest European data security standards.

Starnberg became one of the first cities in Bavaria to implement the innovative software solution from the Augsburg-based company Syncpilot, whose representatives also conducted comprehensive training for all support staff.
