US Armed Forces do not plan to release territories for residential development in Upper Bavaria

The lands that have hosted American garrisons for decades could serve as an ideal foundation for resolving the housing crisis in Upper Bavaria.

However, the expectations of local communities for the swift return of military sites for civilian development will not be met in the near future. In picturesque Garmisch-Partenkirchen, where every free meter of land is valued like gold, the American command is not prepared to cede a single square meter of its holdings. For many families hoping for the emergence of new plots to build their own homes, these plans remain unfulfilled dreams for now.

The American side continues to hold key facilities in Garmisch-Partenkirchen, and the issue of transferring territories to German authorities is not even on the agenda. Even at the height of the municipal election campaign, persistent demands were heard from citizens to use military zones for the construction of affordable housing. The Federal Agency for Public Real Estate (BImA) confirmed that the military necessity for these sites remains unchanged, which excludes any scenarios for their civilian use.

The land issue: vast areas under lock and key

The topic of space shortages intensified even before the local government elections. During a podium discussion involving three mayoral candidates, a resident directly formulated the pressing question: “We constantly repeat that we urgently need housing, but there is nowhere to build it. What about the Americans’ vast territories? Is it really impossible to take something from there for the city?” SPD candidate Peter Schimpf expressed cautious support for this idea, while the elected mayor, Daniel Schimmer, reacted more reservedly. He pointed to the Federal Agency for Public Real Estate as an extremely difficult negotiating partner whose position largely depends on international agreements.

In an official response to a press inquiry, agency spokesperson Christiane Worring explained the legal side of the situation. The facilities in Garmisch-Partenkirchen are provided to the US Armed Forces exclusively to meet their needs. No release of territories is planned, as the Americans’ requirement for them remains stable. The foundation for this position is the NATO Status of Forces Agreement (SOFA) and corresponding supplementary protocols. According to these documents, it is the American side that independently determines the scope and duration of its real estate needs on German territory.

Legacy of 1945 and unfulfilled hopes

The presence of the American military in Garmisch-Partenkirchen has deep historical roots — since 1945, a significant part of the settlement has been at their disposal. This “closed” infrastructure includes not only barracks but also the Edelweiss Lodge & Resort, the famous George C. Marshall Center, as well as entire residential quarters, schools, and supermarkets for military families.In the past, precedents for the return of land did occur, which fueled the hopes of the townspeople. The Patton and Von-Steuben hotels, a bowling alley on St.-Martin-Straße, and even a golf course in Burgrain were previously handed over to German agencies. Additionally, about 44,000 square meters of the Abrams complex have already transitioned to civilian jurisdiction. However, progress has stopped there. No concrete plans for the further liquidation of the garrison exist. For the community of Garmisch-Partenkirchen, this means that significant and promising areas remain behind barbed wire, inaccessible for both private residential construction and important municipal projects.
