Bavarian police identify international network of child pornography consumers

Bavarian law enforcement agencies have managed to conduct an unconventional operational combination, resulting in the exposure of a global structure of illegal content customers in the dark segment of the internet. Initially, the investigation focused on the activities of a fraudster who simulated the sale of illegal materials on the darknet; however, during the process, the investigation identified hundreds of real buyers in dozens of countries worldwide.

This case allowed the police not only to stop financial fraud but also to establish the identities of 440 suspects involved in the consumption of materials featuring violence against minors.

The operation began with the discovery of the activities of a 35-year-old man who, while in China, managed a darknet platform called Alice with Violence CP. Using a fraudulent scheme, he induced clients to purchase supposedly child pornographic images. The presence of illegal content was simulated using specially prepared preview files; however, after payment in bitcoins or dollars, users did not receive the promised materials. Despite the fact that the seller pursued mercenary goals, his “clients” demonstrated a clear intent to acquire illegal content, which became the basis for their prosecution.

Years of darknet investigations

Investigative actions have been ongoing since mid-2021. During the monitoring of shadow resources, operatives established that the platform offered data packages priced from 20 to 250 dollars. The police directed their efforts not only against the site organizer but also against its users. In total, about 600 accounts were registered on the resource. Thanks to technical analysis and the seizure of 105 servers, Bavarian specialists managed to identify 440 people worldwide. Among them, the identities of 39 suspects from Germany were established. As a result of joint work by international agencies, 373,000 pages on the darknet related to this network’s activities have been blocked.

According to available data, the Chinese suspect managed to collect about 400,000 dollars and 18 bitcoins. An international arrest warrant has been issued for him, and the man has been declared wanted. The Bavarian State Criminal Police Office in Munich confirmed that the investigation continues, as the volume of seized information requires lengthy processing.

31-year-old father exposed near Munich

Special attention during the investigation was paid to the protection of children who might be in danger. As soon as it became known that suspects resided with minors, the information was immediately passed to relevant police units for operational measures. One such case was the exposure of a 31-year-old father in the Starnberg district. The man was identified as an active user of the platform who sought to acquire prohibited images. To date, a court sentence has already been issued against him and has entered into legal force.In the current month, a large-scale international action took place across 23 states. Police conducted raids on individuals caught attempting to acquire and possess child pornography through this platform. On German territory, searches affected 14 suspects. Law enforcement agencies emphasize that using fraudulent sites on the darknet does not exempt consumers from responsibility, as the mere fact of attempting to purchase such materials is a criminally punishable act.
