This economic factor annually motivates many parents to make the decision to unilaterally extend the holiday period—by flying out to their vacation destination one or two days before the official start of holidays or returning later than the designated date.
However, such financial optimization of personal finances within German legal realities can trigger administrative consequences, the material costs of which completely negate the initial benefit of purchasing cheap travel documents.
A Cheap Flight Does Not Exempt from School Attendance Obligations
Current German legislation establishes the immutable priority of compulsory general education (Schulpflicht), which fully applies to school days immediately preceding the holidays, as well as to days straight after their official conclusion. The availability of a commercially attractive offer from an airline or tour operator is not recognized as a legally justified reason for a student’s absence from classes.
Unauthorized truancy is classified by supervisory authorities as an administrative offense, the responsibility for which rests entirely upon the child’s legal guardians.
The procedure for temporary exemption from attending school is rigidly regulated by the internal rules of educational institutions. School administrations are empowered to approve an absence exclusively in the presence of compelling, documented grounds. The list of such exceptional cases includes significant family celebrations (for instance, weddings of close relatives), urgent medical interventions, or major religious holidays.
A written application must be submitted by parents well in advance: the decision on short-term absences of up to three days usually falls under the competence of the class teacher, whereas a more prolonged absence requires official approval from the school principal.
What Amounts Will Have to Be Paid
In cases where a minor misses the educational process on pre-holiday or post-holiday days without prior approval from the school’s teaching staff, administrative proceedings are initiated against the parents. The magnitude of the financial penalties is not unified at the federal level and directly depends on the regulations of the specific federal state in which the child resides and studies:
- In Bavaria: A fine of up to €1,000 is stipulated for unexcused school absence. The exact amount is determined by the administrative authority of each specific city individually (for example, in Munich or Nuremberg) and depends on the duration and systematic nature of the truancy. For repeated violations (especially if the child systematically misses classes or the family intentionally extends holidays), a fine can be issued again.
- In North Rhine-Westphalia: The base rate of the fine for each recorded day of illegal absence varies in the range from €10 to €80 per student.
- In Bremen: A reform tightening accountability was implemented, whereby a first-time violation for unilaterally extending holidays for up to one week entails a fixed penalty of €150, while repeated precedents increase the sum to €350.
- In Saxony: The legally established upper limit of material punishment for flagrant violations of Schulpflicht reaches €1,200.
The final financial claims by the state can progress if municipal authorities discern an intentional character in the actions of the legal representatives or if the family permits such offenses systematically.
Airport Checks Occur Regularly
The opinion common among a segment of citizens that a short-term unlawful absence of a child from their desk will remain unnoticed by the regulatory system is disproven by the practice of law enforcement agencies. At major international airports in Germany, such as Frankfurt am Main, Munich, or Düsseldorf, the police, alongside targeted control services, regularly carry out random checks on families traveling with school-age children.
In the event of the parents’ inability to present an official permit (Beurlaubung) issued by the school management, a report on the offense is drawn up by federal police officers directly inside the departure terminal.
The intensity of such verification measures significantly escalates precisely during the starting and final days of holiday periods. This stretch of time is characterized by peak risks of early departure or late return of passengers seeking to bypass the general tariff rules of air carriers.
Is the Risk Justified?
An attempt to save a few hundred euros at the expense of disrupting the school schedule is fraught with long-term risks that go beyond purely material losses.
When an absence without a valid reason is recorded, a corresponding entry is mandatorily made into the student’s personal file and half-year report card, which can negatively affect their academic reputation.
In situations of systematic disregard for the requirements of educational legislation, school administrations are authorized to apply stricter measures of influence, up to involving regional youth welfare offices (Jugendamt) in the proceedings.
How to Avoid Problems
To minimize logistical costs without entering into conflict with the legal framework, experts recommend utilizing preventive planning methods. A rational solution is considered to be booking tickets well in advance, several months prior to the trip, as well as choosing alternative travel destinations that maintain price stability during the tourist season.
An additional factor for optimization is the difference in holiday schedules: the periods of rest for schoolchildren across various federal states of Germany do not coincide, which allows parents to consider departure options from airports in neighboring regions where the school term is still ongoing or has already begun.
If the necessity of an early departure is dictated by genuinely objective life circumstances, the sole legitimate path remains a timely appeal to the school leadership with a reasoned statement.
Such an approach allows for the complete elimination of misunderstandings with controlling bodies, annuls the risks of administrative penalties being imposed, and guarantees the preservation of a stable educational process. A cheap ticket by itself does not form legal grounds for altering the schedule established by the state, and the resulting savings from an unauthorized vacation often turn out to be significantly less than the amount of subsequent fines.
