Decisions Before the Election: Munich City Council Approves Plans for New Residential Quarters with Two Thousand Apartments

Two new urban quarters are planned for construction in the Bavarian capital. The City Council intends to respond to the persistent housing shortage through these developments.

Where the headquarters of industrial giant Knorr-Bremse once stood, residential buildings and recreational areas will appear in the future. To implement this plan, the City Council cleared the way for further action on Wednesday, February 11. On Thursday, a decision was made regarding the next residential quarter: the site of the former Metro shopping center will become a new district of Munich. Future residents will have access to the nearby Zenith and Motorworld venues.

Quarter at the Olympic Park: The Development Plan

According to the decision, one of the major new projects will be implemented on the former Knorr-Bremse site north of the Olympic Park, specifically in Oberwiesenfeld. According to information from City Hall, the construction committee has approved the development plan for this plot.

Currently, the temporary Lucky Star facility—a star-shaped leisure center housing tennis courts—still occupies the space. The historical quarter will span 13 hectares and include more than 620 apartments. Out of this number, 180 apartments will consist of social housing, and 60 will be rent-capped units. Additionally, 120 housing units have been designated for students, trainees, and the elderly.

The appearance of the Knorr-Bremse quarter, which will also house shops, office spaces, and two kindergartens, will not follow the lead of its neighbor—the Olympic Village with its brutalist architecture. Instead, architectural sketches showcase rounded, undulating silhouettes intended to blend harmoniously into the landscape. An 88-meter-tall high-rise building serves as the gateway to the quarter. Following the approval of the development plan, no obstacles remain for the start of work: the first machinery is scheduled to enter the site in 2027.

New Metropolis District in the Northeast

The creation of another district is planned to the east of Oberwiesenfeld. Up to 1,000 apartments are expected to be built on the site of the former Metro in the Euro-Industriepark. The City Council approved the corresponding concept on Thursday, February 12. The 5.4-hectare plot will accommodate residential buildings and commercial spaces in a format of several blocks ranging from five to seven stories in height.

The project is based on the revised winning sketch, Metropolis, from the Europan E17 urban planning competition. It accounts for aspects of sustainability, climate neutrality, and climate resilience. Interested parties can examine the drawings and plans between February 16 and March 18. A corresponding information event will take place on February 23 at 7:00 PM at the Staatliche Realschule München VI (Paul-Hindemith-Allee 7).

However, several years will pass before construction begins: during the plan review, citizens can leave feedback and remarks. These suggestions will first be examined by the construction committee and then the City Council before being included in the further planning procedure.
