Naturalization process in Munich to become more efficient through AI agents

The Bavarian capital is taking a decisive step into the future, transforming bureaucratic labyrinths into digital highways.

Munich has officially joined the elite Agentic AI Center, established under the auspices of the Federal Ministry for Digital and Transport. This ambitious pilot project aims at a fundamental transformation of one of the most sensitive areas — the granting of citizenship. Artificial intelligence here is intended not to replace humans, but to become a high-tech assistant, accelerating processes that for decades were considered sluggish.

Munich has become an active participant in a nationwide initiative for the deep integration of AI into public administration. Competition was fierce: from a vast array of applications, experts selected only 18 of the most promising pilot projects. One of them was presented by the Munich administration, joining the efforts of the IT Department and the Department of District Administration (KVR). Working together, specialists are developing unique AI agents — specialized software modules that will handle routine document verification and data systematization, making the path to the coveted passport faster and clearer.

AI agents in action: Munich modernizes the citizenship procedure

The ticket to this program was secured by the Department of Labor and Economic Development, which managed to establish effective contact with the federal center. The platform for innovation became the famous Munich Urban Colab hub — a unique space where the city administration meets a dynamic ecosystem of startups. This is where the link between strict government protocols and flexible technologies of the future is being created.

IT Department head Dr. Laura Dornheim clearly outlined the development vector: “As an innovative municipality, we are already selectively using artificial intelligence, striving to make administration modern and truly people-oriented. With the help of the Agentic AI Center, we are betting on technology so that our services become more efficient and transparent for every resident.” Her colleague, head of the Department of District Administration Dr. Hanna Sammüller, added that for an international metropolis like Munich, the issue of naturalization is not just an administrative task, but an important social foundation.

Nationwide initiative: Munich’s solutions should benefit other municipalities

The global mission of the Agentic AI Center extends far beyond the borders of the Bavarian capital. The core idea is to transform complex administrative processes into working technical prototypes, thoroughly test them in “field conditions,” and refine them to perfection. These solutions should not remain local assets — it is expected that the Munich experience will form the basis of digital standards to be shared with other municipalities throughout Germany.

Dr. Christian Scharpf, who heads the Department of Labor and Economic Development, explained that the project’s success is based on synergy: “Thanks to the support of economic development in Munich Urban Colab, our startup ecosystem directly links administration and high technology.” In the coming months, Munich faces a period of intensive work, during which the theoretical potential of artificial intelligence will manifest as real tools in government offices.Source: Munich City Administration
