Corruption Allegations at Munich Immigration Office: First Charges Filed by Prosecutors

The Munich I Public Prosecutor’s Office has filed charges against several individuals allegedly involved in a suspected corruption case within the city’s immigration authority.

At the center of the case are two former employees of the Kreisverwaltungsreferat (KVR) and an external contractor. They are accused of unlawfully issuing, or enabling the issuance of, residence permits in exchange for payment.

Background – Allegations Public Since March

The case first came to light in March of this year, attracting significant public attention. At that time, it was revealed that two employees of the immigration authority, together with an external individual, allegedly issued false residence permits in return for cash payments. Investigators say the two former KVR staff members and the external participant deliberately worked together to carry out the scheme.

Now, prosecutors have officially brought charges against the three suspects

Details of the Allegations

A former female employee and a former male employee of the KVR are charged with multiple counts of bribery. The external contractor faces multiple counts of bribing public officials. He remains in pre-trial detention. The former male KVR employee was released from custody in late March 2025 under certain conditions, while the former female colleague was never taken into custody. Investigations into other possible accomplices are still ongoing.

Method Described in the Indictment

According to the prosecution, the external contractor, together with the former female KVR employee, is said to have fabricated false landlord confirmations. These documents enabled fictitious registrations in Munich, thereby establishing the KVR’s jurisdiction over the foreign nationals concerned.

In the next step, the two former KVR employees allegedly issued temporary residence permits. The recipients were reportedly misled into believing that these permits could later be converted into genuine, lawful residence titles—something that was in fact impossible.

Intended Goal – A Steady Income Stream

Prosecutors believe the defendants aimed to create a continuous source of income through this scheme. The external contractor allegedly received about €2,000 per case for arranging these fraudulent services. From this amount, he is said to have paid approximately €200 to the former female employee in each case and provided the former male employee with various benefits at irregular intervals.

City of Munich Filed the Complaint

The investigation was triggered by a criminal complaint filed by the City of Munich itself. Prior to that, irregularities had been noticed within the KVR, leading to an internal report and, ultimately, the involvement of law enforcement authorities. During the investigation, police and prosecutors searched the premises of the immigration authority.

The start date for the trial against the three defendants has not yet been set.
