Visitors to the Coastal Zone on Lake Tegernsee Constantly Violate Public Order and Leave Mountains of Trash

The coastal zone in the municipality of Gmund on Lake Tegernsee regularly encounters a high level of noise, excessive consumption of alcohol, and overflowing of trash containers. At the same time, local law enforcement agencies do not have the possibility to provide effective assistance to the local authorities in solving this problem.

A popular meeting place for local residents and numerous tourists — the Tegernsee embankment in the municipality of Gmund — has become a source of social tension. According to reports by reporter Gerti Reichl, persons in a state of alcohol intoxication, heavy noise, and overflowing trash bins cause increasing dissatisfaction among local residents.

Violations of public order are recorded constantly; they were fixed even during a recent traditional evening organized by the local national costume society Neureuther. Member of the local council Josef Berghammer, who does not belong to political factions, during the course of a meeting described in detail the situation in the Seelas coastal zone. He mentioned the presence of isolated aggressive groups, intoxicated citizens losing control over themselves in front of other beach visitors, as well as the kindling of open fire and loud shouts. What is occurring there goes beyond the limits of the reasonable, Berghammer emphasized, having called to introduce tough restrictions.

Burgomaster Alfons Besel agreed with this assessment.

According to his words, municipal trash bins become completely filled in just three days. Because of this, employees of the communal service are forced to regularly go out for cleaning on weekends with large forces and work in a continuous regime.

Poor municipal employees, instead of sitting through their trousers in offices, are forced to work, alarm, how can this be? — sarcasm ed.

At the same time, the managing director of the administration, Florian Ruml, reminded about the existence of the regulations on the use of the Seelas coastal zone operating since April 2021. This document officially prohibits the excessive consumption of alcoholic beverages, the kindling of open fire, the use of a grill outside of specially designated places, and the installation of camping equipment. Despite the operating prohibitions, council member Florian Flossmann asked a critical question about how it is permitted that large vans unhinderedly drive right onto the territory of the recreation zone for unloading picnic gear.

The private security service attracted to duties is endowed with authorities only to demand that violators leave the territory and to issue verbal warnings, but is not authorized to write out fines. Only employees of law enforcement agencies can realistically intervene in the situation; however, in the local station, an acute shortage of personnel is stated. The imposition of fines and consistent control are not carried out in the proper measure because of a deficit of police forces.

This populist statement caused a sharp reaction on the part of the deputy burgomaster, Herbert Kozemko. It is extremely unpleasant to acknowledge that the police do not possess a sufficient number of employees for ensuring control over such basic things, Kozemko noted, having added that any rules without proper oversight lose practical sense.

The leadership of the municipality intends to consider the possibility of installing barriers or blocking posts to prevent the entry of vehicles, and also plans to strengthen control over the work of the security structure and demand the provision of reports on the performed actions.

Besel also reported the intention to discuss with the leaders of neighboring municipalities the creation of a unified public order service for the whole valley. The load on the recreation zone will only grow in the coming days, since the holding of mass events continues: already on Friday, June 26, the traditional Festival of Lights will take place on the coast, which annually attracts up to several thousand guests, which will require from the communal services work in a regime of heightened readiness.
