According to a statement released by the German Federal Prosecutor General on Tuesday, both men are strongly suspected of acting as agents for a foreign intelligence service, engaging in sabotage activities, and conspiring to commit aggravated arson.
According to the indictment, both defendants and a third accomplice sent two packages containing activated GPS trackers from Cologne toward Ukraine in late March 2025. The investigation indicates that a Russian intelligence service issued this order through intermediaries in Mariupol. The objective was to scout the shipping routes and logistics processes of the postal service provider. The long-term plan involved sending parcels equipped with incendiary devices intended to cause damage within Germany or along the transit route to regions of Ukraine not under Russian control.
Both defendants were arrested in May 2025 and have remained in pretrial detention since. The third man was apprehended in Switzerland in May 2025 and was extradited to Germany in December 2025. Charges against him are also expected to be filed in the near future.
