The crime statistics report for 2025 demonstrates that the region continues to maintain its status as the most protected state in Germany. Bavarian Interior Minister Joachim Herrmann presented the data with clear satisfaction, noting that the security situation now effectively matches the level of 1978. City streets are becoming calmer: physical injuries have become less frequent, and the number of murders, thefts, and traditional types of fraud has decreased.
However, the positive trend in general figures is accompanied by alarming signals in specific areas. While physical confrontations and property thefts are being recorded less often, offenders are increasingly moving their activities into the space of remote communications. A decrease in registered cases in certain categories does not automatically mean the disappearance of a threat. On the contrary, the amounts of damage involved in reports of fraud through call centers are staggering and exceed all usual boundaries.
Phone deception: multi-million dollar loot for criminals
While the total number of property crimes and cases of document forgery decreased to 100,711 facts, the sphere of activity of illegal call centers shows significant growth. Scammers are constantly refining psychological manipulation methods, utilizing schemes involving false officials. Criminals posing as police officers, doctors, or prosecutors managed to swindle more than 8.6 million euros from Bavarian citizens, which is nearly five million more than in previous years.
An even more frightening situation has emerged in the segment of so-called “shock calls.” The total loot here reached a colossal mark of 24.4 million euros. Victims of such actions are most often elderly people, from whom life savings are stolen through deception using invented stories about misfortunes involving their relatives. The Interior Minister characterized these methods as despicable and urged the population to exercise maximum vigilance when receiving any suspicious calls involving demands for money.
Dynamics of apartment burglaries and hidden risks of drug crime
The second area causing serious concern for the department is apartment burglaries. After a significant decline during the pandemic, the number of such offenses shows continuous growth. In 2025, 3,806 cases were recorded, which is 5.6 percent more than last year’s data. Compared to the peak values of 2016, when nearly twice as many break-ins were recorded, the situation appears controlled. However, the financial side remains critical: the total value of stolen property amounted to 2.9 million euros. This implies that criminals have begun to act more selectively and professionally, obtaining the same profit with half as many actual break-ins.
In the sphere of drug trafficking, contradictory trends are observed. On one hand, the number of recorded cases decreased significantly by 27.3 percent, totaling 22,631 offenses. On the other hand, mortality from the use of prohibited substances rose to 247 people. New psychoactive substances or “designer drugs,” which spread freely through internet platforms disguised as harmless chemicals, pose a particular danger. According to Joachim Herrmann, even minimal doses of such substances lead to severe bodily damage or instant death. Consequently, the police are issuing an urgent warning about the danger of consuming any such chemical compounds.
Digital technology and protection of sexual integrity
Statistics in the field of crimes against sexual integrity also show a negative trend, reaching 17,956 cases, representing an increase of 2.4 percent. Law enforcement officers are particularly outraged by the sharp rise in the segment related to the acquisition and possession of child pornography — here, an increase of 27.6 percent (2,249 cases) was recorded. As explained by State Police President Michael Schwald, artificial intelligence is now being actively used in investigating such complex cases and analyzing terabytes of data. Bavarian police are intensively implementing modern technical capabilities to automate the search for prohibited content online, although the technological re-equipment process is just beginning.Final figures confirm an overall decrease in crime in the Free State by 4.3 percent, while the clearance rate rose to an impressive 66 percent. Joachim Herrmann called this a magnificent result that refutes any claims of a constant increase in threats coming from the right-wing political flank. This assessment is shared by representatives of the Green Party, who emphasized that with such positive statistics, fanning fears among the population is completely inappropriate.
