Ministry of Health Warns of Nicotine Pouch Dangers for Youth

The global tobacco and nicotine product market is undergoing a massive transformation driven by changing consumer preferences and stricter anti-tobacco legislation worldwide.

While traditional cigarette smoking shows a steady decline, major transnational tobacco corporations are making a long-term bet on alternative methods of delivering nicotine to consumers. One of the most dynamically developing segments is the market for so-called nicotine pouches, which are placed under the lip. The product has achieved mass trend status, drawing particular interest among teenagers and young adults. However, the German Federal Ministry of Health has issued a stern warning, stating that these products pose a serious latent threat to public health.

International experts point out that nicotine pouches, often mistakenly equated with traditional snus, are positioned by manufacturers as a safe alternative to traditional tobacco. The trend shows that these health-hazardous products are predominantly consumed by young people influenced by aggressive marketing. The pouches are designed to be placed between the upper lip and the gum, resulting in highly concentrated nicotine being gradually and continuously absorbed through the oral mucosa directly into the bloodstream. According to official information from the Ministry, such products form a strong neurobiological dependence several times faster than ordinary cigarettes and lead to severe long-term consequences for the cognitive and physical development of the younger generation.

WHO: Tobacco Corporations Entrap Youth in Dependency

The World Health Organization categorically condemns the marketing strategies used by the modern tobacco industry to promote pouches. The primary goal of manufacturers is to involve a new generation of consumers in a continuous cycle of addiction to ensure long-term profits. Against the backdrop of falling sales of classic tobacco products, multinational corporations are forced to diversify portfolios, betting on new innovative products: electronic cigarettes, heated tobacco systems, and tobacco-free nicotine pouches. At the same time, promotion methods raise deep concerns among independent experts.

Suppliers actively advertise a so-called “nicotine high,” broadcasting false claims through media channels that the use of pouches brings exclusively feelings of pleasure, relaxation, and mental satisfaction. According to a WHO report, through the use of dessert flavors such as gummy bears, fruit soda, or licorice, as well as via large-scale influencer campaigns on social networks, a targeted attraction of underage audiences occurs.

Nicotine pouches are presented as an essential element of a modern “cool” lifestyle, through which teenagers can demonstrate a hidden protest against school and parental control. In reality, consumers are being subjected to a dangerous neurotoxin from the tobacco plant, which in modern conditions is produced predominantly synthetically, only increasing the risks of unpredictable effects on the central nervous system.

Health Risks Associated with Nicotine Pouch Use

Specialized medical institutes, including the German Center for Addiction Issues, warn of the destructive effect of regular consumption of high nicotine doses on the cardiovascular system. The continuous intake of the toxin into the body significantly increases the risk of sudden strokes, the development of coronary heart disease, and irreversible damage to the vascular walls. Furthermore, clinical studies confirm a direct link between the use of such stimulants and an increased risk of developing cancers of the oral cavity and esophagus. There is also a reasoned suspicion within the scientific community that synthetic nicotine disrupts glucose metabolism and multiplies the probability of the manifestation of type 2 diabetes.

The widespread claim by manufacturers that nicotine pouches can effectively and painlessly help people quit smoking completely contradicts reality and is a manipulation, according to an official statement from the Ministry of Health. In practice, the exact opposite effect is frequently observed: smokers begin to consume a much larger total volume of nicotine. This is due to the fact that in places where smoking shishas, vapes, or cigarettes is strictly prohibited by law—such as offices, educational institutions, or public transport—addicted individuals simply discreetly place a pouch under their lip, maintaining continuous intoxication of the body.

Nicotine Pouches: A Multi-Billion Dollar Market

The economic indicators of this industry show exponential growth, turning pouch manufacturing into one of the most profitable sectors of both the underground and legal industries. In 2024 alone, global corporations sold more than 23 billion packs of nicotine pouches, which significantly exceeds 2023 figures, reports the Ministry of Health’s statistical service. This business demonstrates extremely high profitability: in 2025, net revenue from nicotine pouch sales on the global market reached nearly seven billion dollars (equivalent to approximately six billion euros). Although the largest legal turnover traditionally belongs to the United States with a market share of 80 percent, pouches are being actively promoted in the European space, particularly in Germany and Sweden.

In this regard, the Ministry of Health has officially addressed the governments of all states with a firm call to immediately strengthen the regulatory control of nicotine pouch circulation and launch large-scale national information programs to educate children and adolescents about their real danger. Based on a current comprehensive study of corporate market strategies, the organization plans to provide sovereign states with a package of guidelines for adopting targeted legislative countermeasures.

In Germany today, the retail sale of nicotine pouches is officially prohibited; however, supervisory authorities note their high availability on the illegal black market and on unmonitored internet platforms.
