Municipality of Pesaro Implements Administrative Liability for Beach Smoking: Fines Up to €500

As of April 1, 2026, an updated regulation governing the use of coastal areas has taken effect in the Italian resort of Pesaro.

The city administration has significantly expanded the enforcement of anti-smoking laws, establishing a system of fines for smoking on the Adriatic coast. According to the new ordinance, administrative penalties range from €25 to €500. Enforcement is managed by municipal police and authorized coast guard personnel.

The new amendment extends the ban to the entire territory of both municipal and concession beaches. The document covers sunbed and umbrella zones, piers, and public access areas. Exceptions are granted only for territories designated for catering facilities (beach bars), while beach operators are permitted to organize specialized smoking areas that comply with national safety standards.

Environmental Rationale and the Microplastic Challenge

Pesaro authorities justify the tightened regulations by the necessity of protecting the coastal ecosystem. According to municipal monitoring data, cigarette butts remain the most prevalent form of inorganic waste on the coast. The primary threat is cellulose acetate—a synthetic polymer used in filter production. Its full biodegradation in the natural environment is measured in decades. In marine conditions, this waste fragmentizes into microplastics, causing systemic damage to the Adriatic biosphere. The administration also cites the protection of vacationers from secondhand smoke in crowded areas.

However, experts note a steady trend toward tightening internal regulations in Italian resorts.
