Munich Mayor Krause Confirms Intent to Build 50,000 Apartments and Responds to Criticism of His Plans

The housing issue in Munich has long moved from the category of socio-economic problems into the realm of political survival.

The Lord Mayor of the Bavarian capital, Dominik Krause, was once again at the center of discussion in a recent broadcast of the program “Sonntags-Stammtisch” on the BR television channel, confirming his determination to fulfill one of his most ambitious election promises — the construction of 50,000 new apartments in the foreseeable future. Despite the skepticism of experts and pressure from the opposition, the head of the city emphasized that this project is not just a populist slogan, but a verified strategy from which he does not intend to retreat.

Krause focused attention on the fact that the target figure of 50,000 housing units was not pulled out of thin air. This number is based on comprehensive demographic studies, market demand analysis, and already approved municipal district development plans. Understanding that it was housing policy that became the catalyst for his election victory, the mayor plans to reorganize the work of city departments in such a way that the rates of commissioning housing will multiply exceeding the figures of past years, which many citizens rightly considered unsatisfactory.

Measures to Create Housing Stock: Building Upward and Office Conversion

In conditions of a shortage of free land plots within the city limits, Krause proposes to look for resources where they are not obvious at first glance. The mayor highlighted two priority areas that should become the locomotives of the program:

Densification of development and rational use of areas: The mayor paid special attention to hidden reserves in the suburbs and residential areas. As an example, he cited typical single-story supermarkets. According to Krause, the use of huge areas for trade without adding residential floors is an unaffordable luxury in current realities. Such objects must be transformed into multifunctional complexes where modern apartments are located above the shopping halls.

Revitalization of the office sector: Statistics on vacant real estate in Munich look provocative — today, about 1.8 million square meters of office space are idle. In conditions where many thousands of families have been waiting for years for the opportunity to rent or buy housing, the presence of “dead” business centers causes social tension. Krause intends to stimulate commercial real estate owners to convert these buildings into residential funds.

Objections from Experts and Legislative Support

However, far from everyone shares the mayor’s optimism. Well-known financial journalist Anja Kohl criticized the economic model of such transformations during the television debates. According to her, repurposing an office into a residential building is often more expensive than building from scratch due to specific requirements for insolation, water supply, and fire safety. Kohl expressed fear that bureaucratic barriers and rigid regulations would make such projects isolated cases, unable to provide the large-scale effect the administration is counting on.

In response, Dominik Krause admitted the complexity of the engineering and logistical tasks but pointed to significant changes in legislation. Thanks to the federal “construction acceleration law” (Bau-Turbo) and the recently adopted “repurposing accelerator,” many legal obstacles will be removed. These initiatives of the federal government provide not only for the simplification of procedures but also for financial assistance programs. The mayor also made a tough demand to municipal licensing authorities: the bureaucratic apparatus must stop being a brake and start working in a mode of maximum assistance to developers.

Transport Policy and the Search for Compromises

Parallel to the housing issue, Krause touched upon the topic of urban mobility, calling for an end to the prolonged cultural war between supporters of cars and proponents of bicycle transport. His vision for the future of Munich involves moving away from radical bans in favor of creating a high-quality alternative.

The mayor’s strategy includes a large-scale expansion of the public transport network and the creation of infrastructure for bicycles that would meet safety and comfort standards. Krause noted that this is beneficial not only to private individuals: a developed network of bicycle paths is critically important for the logistics sector. Modern courier services are increasingly switching to the use of cargo bikes, which relieves the roads of vans and improves the environmental situation in the city center.

Collapse of Preliminary Consultations with the Volt Party

The implementation of these ambitious plans directly depends on political stability in the City Hall. Krause expressed deep disappointment at the sudden exit of the Volt party from coalition negotiations. According to the Lord Mayor, Volt representatives demonstrated political immaturity and inconsistency, putting forward inflated demands at the last moment and refusing already agreed-upon compromise solutions.

Despite this demarche, the Greens do not intend to paralyze the city’s work. Official meetings with the CSU faction, as well as with the liberal bloc (FDP and Free Voters), have already been planned for the current week. Thus, Krause demonstrates a readiness for dialogue with the center-right for the sake of forming a functional majority.

In conclusion, it should be noted that Dominik Krause is taking on the role of a pragmatic reformer. His success will depend on the ability to balance ambitious goals with harsh economic realities. Munich faces a complex period of transformation, where the speed of administrative decision-making will be the main measure of the effectiveness of the new government.
