Traditionally, this place was used by school groups for sports preparation and socialization, however, in February of the current year, the camp became the site of the commission of offenses. In relation to the classmates of the victim, the police are already conducting an investigation in connection with suspicions of coercion and bullying, inflicting bodily injuries, and violation of the inviolability of private life by means of photo and video recording. The teachers accompanying the group did not record and did not react to what was happening timely and in a proper manner.
Information about the details of the incident became known only eight weeks after the trip, during a parent day, when the class teacher decided to finally inform the mother of the teenager about it. Up to this moment, the pedagogue relied on the explanations of the student himself, who asserted that the injuries were received accidentally.
Currently, the family has turned to a lawyer to protect their interests in court. Nevertheless, the alleged offenders — 13-year-old classmates of the victim, who are natives of Afghanistan and Syria — have not reached the age of criminal responsibility, which in Germany begins from 14 years. Therefore, it is assumed that besides educational conversations they will not bear any punishment.
In Bavaria, the number of cases of violence in the school environment grew by 36 percent
Lawyer Detlef Kröger points to the necessity of legislative changes, in the first place — lowering the age of criminal responsibility. According to his words, voiced on the air of the Kontrovers program of the BR television and radio company, the number of persons committing systematic offenses before reaching 14 years is increasing, which requires active intervention from state structures.
The case in Hirschegg is not isolated: another teenager, Paul, faced physical aggression in the Dossenberger Gymnasium in Günzburg. The conflict began with a verbal altercation and escalated into a beating. The appeal of the victim’s mother to the management of the gymnasium did not lead to a constructive dialogue.
The management of the teachers’ association recognizes the seriousness of each precedent
Statistics demonstrate the systemic character of the problem: in the period from 2022 to 2024, the number of registered cases of the use of violence in the schools of Bavaria increased from 2 thousand 228 to 3 thousand 30. The growth constituted 36 percent.
The President of the Bavarian Association of Teachers of Primary and Secondary Schools (BLLV), Simone Fleischmann, in an interview with the Kontrovers program noted that every such fact is unacceptable; however, the pedagogical staff in conditions of a shortage of personnel is not always capable of totally controlling the contacts of students. By the beginning of the school year in September, a shortage of about 500 teachers is predicted in the secondary schools of Bavaria.

Among the key reasons for the worsening of the situation, the management of BLLV named the translation of external societal crises into the school environment, a deficit of psychological stability in the younger generation, and the assimilation of aggressive models of behavior from the media space or family circle in the absence of skills for peaceful resolution of conflicts.
(Whining is easy, but why then do your associations, meetings, why do education departments, why do teachers and methodologists exist? Not for solving such problems? For what do you receive salaries? Maybe it is necessary to yield place to real specialist teachers, and not to activists sitting on grants? Or is a crooked horizon to blame for everything, just like with Russians? — ed)
Absence of clear answers from the side of responsible structures
The request of the editorial office of the Kontrovers program to the local education department about the reasons for why five accompanying teachers did not notice multi-day bullying was forwarded to the Ministry of Education and Cultural Affairs of Bavaria in Munich. (Maybe the teachers were relatives of the attackers? — ed.) In the ministry, they refused to provide information on the concrete case, having cited the confidentiality of personal data and the protection of the rights of minors.
At the current moment, one of the participants of the bullying has been expelled (ed. but they will transfer him to another school, where everything will start anew? — ed), in relation to the second, the measures were limited to the involvement of school social workers. (And what about the scary, very scary Jugendamt? — ed.)
The family of the victim intends to file a lawsuit against the school with the goal of obtaining compensation for the inflicted damage within the framework of the mechanism of the state authorities’ liability for the inaction of officials. The main subject of the trial will be the lawfulness of the school’s fulfillment of duties of supervision.
The Minister of Education and Cultural Affairs of Bavaria, Anna Stolz, refused an interview, having cited her working schedule. (Of course, it is more important to go to banquets with a food blogger than to deal with the system of education — ed.)
At the same time, the mother of the second victim, Paul, informed that her detailed written appeal in the name of the minister, sent eight months ago, still remains without an official answer.
