Customs Service Conducted Inspection of Courier Services in Munich

Munich's transport and logistics industry has once again come under close scrutiny from law enforcement agencies. Following recent large-scale operations in the railway station district in mid-April, the city's Main Customs Office initiated a new wave of inspections.

This time, the focus was on courier and express delivery services—a sector that has shown rapid growth in recent years but remains a high-risk zone regarding labor law compliance.

Last Wednesday, May 6, inspectors from the Financial Control of Illegal Employment (FKS) unit deployed field operations as part of a nationwide campaign. Department officials visited 24 enterprises, including market giants such as DHL, Amazon, UPS, and Hermes. According to customs spokesperson Thomas Meister, the primary emphasis was on direct interaction with personnel: more than 85 employees were interviewed by inspectors directly at their workplaces.

Inspection Goal: Countering Illegal Employment and Unlawful Labor

State control in this area pursues fundamental objectives: eradicating shadow employment and ensuring transparency in labor relations. A priority task of the audit was the verification of financial payments. Inspectors studied in detail whether employers comply with the legally established minimum wage, which serves as a guarantor of a decent living for employees and prevents dumping in the service market.

The initial results of the operation have already been forwarded to the department’s legal office. Currently, investigators have initiated five proceedings, most of which are related to employees failing to carry identification documents, which is a mandatory requirement for working in such industries. However, Thomas Meister emphasizes that the current statistics are just the tip of the iceberg. The number of administrative and criminal cases is expected to increase, as the initial interviews will serve as the basis for an in-depth analysis of documentation and cross-referencing data with social security information systems.

The activities of the FKS unit are not limited to one-off operations. The department practices a comprehensive approach, combining nationwide thematic inspections with local checks based on risk-oriented analysis. Customs targets issues such as the correct registration of hired personnel in the state social insurance system, monitoring to prevent the illegal receipt of social benefits, and verifying the legality of foreign citizens’ stay in the country. Special attention is paid to identifying facts of labor exploitation and human trafficking.

Ultimately, these measures are aimed at maintaining a healthy economic environment. Systematic inspections help protect Germany’s social funds from losses, ensure fair competition between conscientious companies, and guarantee every worker the right to fair working conditions and legal protection.
