The town of Friedberg has revised its regulations for providing voluntary subsidies. The 41-page document includes subsidies for events ranging from the erection of a Maypole to the use of sports halls, as well as support for culture and childcare assistance. The document passed through several committees up to the town council. Parts were supplemented, adapted to current times, and expanded. However, one point ultimately remained contentious: who is considered a Friedberg association?
It was important for politicians and the administration to define this to prevent the potential misuse of subsidies. Therefore, it was established that an association must have its headquarters in Friedberg—there was unanimous agreement on this point.
Quota for Association Subsidies in Friedberg Rejected
However, the administration and a portion of the town council wanted to add further safeguards and also include a minimum proportion of members with residency in Friedberg as a condition. The size of this quota was discussed at several meetings, including in light of a water sports association that has a relatively high number of members from other places but is considered important for Friedberg, not least due to its international successes.
Ultimately, the administration presented several options: one with a 45% quota and one with a 50% quota of members from Friedberg. Both were rejected by the town council; the CSU-FDP faction, in particular, was strongly opposed. In the end, a version without a quota condition was adopted. According to this, an association must have its headquarters and/or a property in Friedberg predominantly used for the association’s purposes.

The previous set of rules dated from 2020. As the administration noted, the revision is intended to provide associations, unions, and the residents of Friedberg with a reliable support catalog, and there is no right to claim funds. The administration gained the impression that a generational change among those in responsible positions is currently taking place in many associations. Therefore, clear regulations are beneficial.
Furthermore, the generally approved support amounts in the cultural sector were reaffirmed.
