How much did German cities earn from fines for traffic violations?

Drivers in Germany paid a total of over €262 million in traffic fines in 2024. This information was reported by the Saturday edition of the Bild newspaper, based on its own survey conducted across Germany's 30 largest cities.

According to the data, Hamburg generated the highest revenue from speeding, running red lights, and other traffic violations, totaling €47 million. Berlin followed with €33.4 million, and Cologne ranked third with €24.9 million. A spokesperson for the Cologne city administration clarified that their figure specifically includes fines for red-light violations.

Other cities follow similar accounting practices. In Leipzig, speeding and intersection violations generated €12.4 million in revenue. Düsseldorf collected €17.4 million, Bielefeld recorded €13.5 million, Hanover brought in just over €7 million, and Dresden collected €3.6 million.

Projections for 2025

As further reported by Bild, revenues in 2025 could be even higher. Cities that have already provided data for the first half of the year reported an overall increase in traffic fine collections of nearly ten percent, rising from €80.8 million to €86.8 million.

According to the Bild survey, during the first half of 2025 alone, traffic camera footage led to more than two million proceedings initiated by public order offices or fine collection departments. Hamburg leads this list as well, having dispatched 341,185 notices for camera-recorded violations.
